Has the way Paypal operates with payments for models sent to the US changed?
I have noticed that in the two most recent transactions to the US, not only have Paypal shown the price of the model, and postage as normal, but there was also the addition of VAT, payable by the buyer. Is this a new procedure, i.e. are Paypal now required to collect the VAT on imported models on behalf of US Customs and Excise? This does happen in the UK, but I pay the courier before its delivered to me. Has this happened to anyone who has bought a model from the UK, or indeed, anywhere else? I'm just curious.

I have noticed that Amazon and others now add state sales tax (our VAT), but it is...
state dependent. Each state has their own rate. Maybe it's related to that.

Also with Amazon now in a number of states they have to charge taxes for customers in that state and not necessarily in other states where they do not have a warehouse.

Amazon and eBay are now collecting sales tax for the State of Illinois as of the first of this year on all purchases transacted on their sites.
eBay is even collecting the sales tax on items shipping from overseas, items which have never physically been in the USA until they are shipped to me. This strikes me as a bit of an overreach and seems a little bit unfair.
I guess the decades long freedom from sales taxes on internet purchases is finally coming to an end. So my goodies will be costing me an extra 8% from now on.
Sigh...

Purchasing from the UK in the USA
Question 1: If I buy an item located in the UK with a buy it now price showing on the listing does that include UK VAT? If it does, should the seller refund the amount of the VAT included in the buy it now price (or final auction price) if the item is dispatched to the USA (or out of the EU anywhere)? Does Ebay or Paypal get involved in this issue?
Question 2: If I buy an item from a seller in California which has a + or - 9% sales tax and it is shipped to Oregon with no sales tax does Ebay or Paypal add a California tax if it is shipped to Oregon?

It started for me a number of years ago when I ordered from Rockler. Once they opened a store in Ohio taxes were charged. Prior to that none. More and more companies are opening brick and mortar places either warehouse or stores and are now under the state tax laws. I venture to say that before long laws will be passed that let every state collect taxes on on-line purchases no matter where they are located.

Ebay also charges state tax on shipping now ! That doesn't seem right. What's the deal with that?

Depends on the state. None for TN (for now).
