LOL, thanks. It's just photoshop tweaks and adjustments. Headlights/tail lights are just given a bit of color and then brightened/enhanced with a "Dodging" tool.
The green arrows show the areas that are basically simply brightened in PS. The blue arrows are actually real lights on the set and the red arrows point to items/effects created completely in the computer software.
