Two comments here...
First, there is no "preferred" marque within the government...bids go out, bids come back.
Second, that wiki article referred to above is factually incorrect on many points and just wrong on many others.

Yes, the Obama version was first given that name by the individuals who were doing driver training with (where they do that sort of thing) it because it was soooo much larger all around than all the previous Parade Cars and tougher to handle. Of course, someone in the media heard that term and thought they had a scoop (not).
No new PC hits the street before everyone has trained on it for obvious reasons.
