I've never considered this question:  would the taxi firm order from, say Chevrolet however many Impalas in cab yellow with red lower sides (as a livery example) and have them delivered to an after parts company for chequered decals, lights and fitting-out the interior?  Or might Chevrolet (again, an example) have a department that dealt specifically with utility specials: police, fire, taxis?

While I was in the business, late 70's to late 90's, the manufacturers had fleet departments that offered a wide variety of paint schemes. They allowed the fleet buyers to choose their colors from a color palette that differed from the consumer colors. The fleet owners were responsible for lettering and graphics.
