works contract, geo-technical drawings, engineering report, 

scope of works, risk assessment study, project management team,

3 HR consultants, 4 safety officers, 3 site engineers, 2 foremen, 

3 leading hands,10 laborers, an oversize pile driver, huge crane, 

2 trucks, 6 traffic controllers, a site office, 3 politicians making 

speeches about the project, a “Living Wage” agreement and, 

of course, consultation with indigenous and minority leaders.
