May actually be a good idea, where pedestrians are threatened, trying to cross. I'm not sure how it will work with Winter snow and ice, and salt.

Good concept but disappointing/irresponsible, to the point of being insulting, that the signs are only in French. If this is a design that is being seriously considered, the winter weather will definitely have a negative effect and like Paul has mentioned, some drunken bozo will definitely drive through the yellow pop-ups sooner than later.
