Incredible. I occasionally see some rather strangely attired people at Walmart and the grocery store but nothing like these. Why in the world would they go out in public like this and why would they be allowed to do so?

...as goofy as they are, I'll take those (paying customers ) over shoplifters any day.   I can tell you, as one who worked at Kmart  in the early 1980's, goofs, half-wits, & bizarre customers are nothing new.  The difference today is (of course ) that virtually anyone can document them.
