Ed, I think it meant and referred to the small  number of 1/18 diecasts that Ertl sometimes did of a release that featured a "black chrome" type of finish and were quite limited in numbers produced. Thus, (I believe) collectors had to "chase" after the model and find it for sale somewhere.
