Part of the inconsistency in the collection of tariffs MAY also be that some shippers are confused about what is meant by "Country of Origin", and end up accidentally providing incorrect information on the export paperwork. There MAY also be some that are deliberately falsifying information and/or undervaluing the shipment on the paperwork to take advantage of the chaos. They are in for a rude awakening at some point, because US Customs absolutely DOES spot-check shipments. A few of mine have obviously been opened and checked over the years.

More on this. Many of my Canada Post/USPS parcels to US are being returned, about 30%. I have shipped them all back, they are still in transit. I sent a few by UPS and they now show "Duty to be Paid". I have yet to hear from the customers. A question for the US collectors - can you swallow a $250 for a Stamp or Matrix price tag?
I have just heard from my first customer to receive the tariff bill - $64 on a $150 package. UPS requires a payment before delivering.

A package from Japan arrived yesterday, containing six diecasts. Shipped via FedEx, and no tariffs. Perhaps it helps that the Chinese maker also has manufacturing facilities in Bangladesh.

No matter USPS, Fedex, UPS, DHL ..... they will ALL catch up sooner or later and the collection mechanism is not a problem.
Furthermore, recipients will have to show up to their local offices to pay the tariffs as we had to do when I was living in Canada 40 years ago. Nothing was delivered and left at the front door coming from a foreign country.
Just an update with my experience of this past week. I ordered a Brooklin from Budig Modellautos in Germany and received it without any extra delay at Customs, and no added charge for the tariff.

The tariffs on Bangladeshi goods is supposed to go up to 35% on August 1. So much for reasonably priced IXO models.

I just received notice from DHL that they will not deliver my package from China until I pay $163.01, which is about 17% of the value. Not much is making sense. There is also tax and a $17 administrative fee," which I am sure is DHL's fee for handling all this.
