Clever, Jack! Party balloon! I'm willing to go along with a weather balloon. Certainly don't want to lose access to all those model cars.

The following is a Reuters report regarding the "Red balloon Incident" statement (Chinese version above) made by Chinese Ambassador Mao Forked Tung earlier today:
The Chinese ambassador made a formal statement this morning saying it was simply a Peking birthday party balloon that had floated away a week earlier with a veiled threat that Americans not forget who makes most of their model cars!
