I can tell you from experience that this is true, although I wasn't annoyed at them when I lent the $$.

Cute saying all right, but in my experience, if you lend money to someone, they'll be back for more.

That's one way to do it, or...

Anytime I have lent money it was with the expectation that I would never see it again...so far that expectation has been met.

I never lend money to a friend.  If he/she needs it and I can afford to help, I give it to him/her with no expectation of repayment.  I just ask them to help someone else, in the future.
