It appears that way to me as well.  What throws me is the five guys wearing suits and ties standing among them.  Unless they are salesmen.

When I clicked on the picture and enlarged it, the Packard dealership information was quickly evident.  Also, the picture was carefully composed with the standing men all facing the camera.  It's unusual to see the gas station/dealership combo, but if it worked, then fine for them.  Good picture, too!  Thanks for posting it.

(later) I did a little checking. 

Tide Water was a New York company with an origin in the 1880s.  Its “Tydol” brand of gasoline and complimentary products were sold on the east coast of the United States.  In the 1920s Standard Oil of NJ took control and the dominant company product name became “Flying A.”  The Tydol brand by the 1950s was falling into disuse and it seems by 1956 was gone, its name lost into other organizations. The pictured Packard dealership seems to be dominated by 1954 models, so this may have been one of the latter Tydol dealerships.  Packard didn't last much longer either.
