Here, a young and pretty gal tries to coax a very shy and bashful rear whitewall tire on the Packard fastback coupe to come out and play. Other than the Packard then leaning down on it's rear frame and the tire subsequently rolling down the steep hill, it seems the Goodyear whitewall would just rather hide behind the rear skirt for now !
I think it's more like the front tire is hiding behind the skirt. 👍

What a beautiful car. Now there's one that looks perfect with fender skirts. Not quite a 'bubble' skirt but shaped flawlessly to match the exquisite car styling lines!

It might be the young lady is demonstrating how the " hill-holder" feature works on the automobile. I am not sure Packard cars had it, but I believe Studebakers had an option in which the auto wouldn't roll back down an incline when this item was switched on in the car.
