I wonder . . . do the owners of robocall machines pay for all of their phone lines or do they somehow use the lines for free? I get many calls from the same area code and blocked ten of them (Cox block limit), yet I still get calls from the same phisher in the same area code.

@kocour - The robocall people just use the same access as everyone else. They pay a flat fee with unlimited calls.
