LOL, it's a sign just like a speed limit sign. They post "60 MPH" and people automatically do 70 or 80 MPH. So with this No Parking sign, they're just letting people know that they can exceed the parking limit by an hour.

My interpretation would be that if I arrive and park in that one hour time frame I can stay for 2 hours. I'm assuming it is metered parking. My interpretation is likely wrong though.....my car would probably end up on a hook or wear a boot. lol.
