I disliked the design of both these cars back in the day but in the last decade I have come to appreciate the Plymouth much more due to its uniqueness. The Dodge still does nothing for me at all unfortunately.
Plymouth for sure. I like its bold but alien styling. The Dodge is plain in comparison.

I dislike both so close to equally that I declare myself deadlocked in a tie.
O boy. The whole design group for Dodge and Plymouth had a holiday coming up and said just remove the fins and get these on the market cause we have no idea. That being said the Dodge is a mess. The Plymouth looks better to me the cat like headlights are interesting and the space age rear lights are ok. I voted for the poor Plymouth. A neighbor had a 61 Plymouth when I was a little boy. I think it was a Savoy bottom of the line.
I really like the grill of the Plymouth as Lexus must have also. I really like the reverse fins and tail lights on the Polara. Tie for me.

Mr. Jackman nailed my answer perfectly. I voted a TIE for liking both for the exact same reasons. I will only add that if I were voting on their dashboards, both would be "no-interest".

So ugly that they are attractive in their own way. I go with a tie also although I would not want to own either.
I voted for the Dodge. The Ford or the Chevy would be my choice in 61 though. The Plymouth looks like it came from the same team that gave us the Family Truckster
'60 to '64 C.C. cars [except Chrysler it self] were equally UGLY in my opinion.
Today I pick the lessor of two evils the Dodge.
In '61 I would have bought the Pontiac Bonneville, Ford Galaxie, Mercury Monterey.
