To my eye, by 1964, Dodge had fully recovered, styling-wise, from the epically disastrous 1962. However it still wasn't all the way back to full-sized yet, so to me it doesn't quite measure up to the Mercury today.

I like both but choose the Dodge by a whisker.
Dodge, primarily because it's smaller, but also because of its grille, taillights, and trapezoidal C-pillar.

I’m quite pleased with the Dodge Polara for 1964 considering it a great improvement from the Earler 1960s Dodges.
Neither a stirring favorite but both have finer points. I voted Dodge by virtue of its color only.
I voted DODGE! Main reason is that I too, felt it had recovered nicely from the some what odd looking '62 version. As for the Mercury, I do like it, as it looked different from the Ford, that I thought was nice. But I didn't care for the "pointy" front fenders.

Dodge for me in this pairing. Even though I do like the Merc.
I'm not a fan of the Mercury, so it's the Dodge for me.
